building permits
As required by the provincial government, the RM of Sutton has adopted a Building Bylaw.
Building permits are required for most construction, demolition, and renovation projects. An exemption may be provided for farm buildings (without a residential component) as defined in the Building Bylaw.

Please advise the office of any construction you intend to undertake, even if you think it may be exempt.

Professional Building Inspections, Inc. (PBI) has been appointed as the RM's building inspector.
farm buildings
Farm buildings do not require a building permit, as long as they do not have a residential component or sleeping quarters, are located on land used for an agricultural operation, and are used for certain purposes.

A Farm Building Exemption Request Form (available from the RM office) must be submitted for all agricultural building projects, along with:

a site plan

floor plans
-
proof of an existing farm operation

While exempt from the Building Bylaw, agricultural buildings are subject to other legislation, including the RM's Zoning and Roads Bylaws--please contact the office to make sure your project is in compliance.
commercial buildings

Commercial plan review requirements are available here.

A development permit is required for all commercial projects.
​
The RM does not require geotechnical reports for commercial projects at this time.​

residential buildings
Any building with a residential component is subject to the Building Bylaw and the Construction Codes Act.
​
APPLICATION: To apply for a permit, a Project Information Form (found here) must be submitted to the RM office, along with the applicable documents. The plan review requirements for typical projects are listed at pro-inspections.ca/residential--click on the link for the relevant project type.
​
FEES: Once the building inspector has completed the initial plan review, the RM will issue an invoice for the cost of permit fees for the project. This invoice must be paid in full before a building permit will be issued.
​
The permit fee is based on a standard number of inspections; there may be additional fees for (for example) extra or missed inspections, re-inspections of infractions, or follow-ups after long delays.
​
INSPECTIONS: The building owner or contractor is responsible for arranging inspections with the building inspector at the prescribed times.

Development in the RM is controlled by the Zoning Bylaw (and amendment), along with the Basic Planning Statement.
